BlogCertificate transfer

Can you transfer a suspended or expired ISO certificate?

IAF Consultancy

A suspended ISO certificate cannot be transferred. An expired certificate cannot be transferred either. Accredited certification bodies recognize a certification that is valid on the day of the decision. Suspension and expiry both remove that validity, so the accepting body has no certificate to recognize.

What does suspension block?

Suspension means the current certification body has decided the certificate should not be presented as active. Typical causes are a major nonconformity left open, a surveillance visit that did not happen, or a failure to answer the body. A company in that position sometimes asks a new body to take the file and clear it. The transfer rules refuse that move. A certificate the current body has already warned it may suspend is refused as well.

The findings still have to be dealt with. If they are closed and the current body lifts the suspension while the certificate is inside its dates, a later transfer can be reviewed on the restored certificate. Closing findings in a folder, while the suspension stays in place, leaves the certificate unusable for a transfer. Findings on a certificate that is still valid are covered in open nonconformities.

What does expiry change?

The review has to finish, and the new certificate has to be issued, while the old certificate is still in date. After the expiry date the company is a new client. Start the application while there is still time to read the audit reports and issue an offer.

If expiry falls inside the next surveillance window, say so. The useful quote may be a recertification audit rather than a short transfer of a certificate that is about to end. The difference is in transfer or start over.

What does IAF Consultancy quote instead?

The application still starts the job. Choose the kind of work that matches the certificate you actually hold. When it is suspended or expired, initial certification is the accurate choice, and the offer describes Stage 1 and Stage 2. The sequence is in how certification works.

The written quote comes quickly, which is what you need when a customer is about to notice a lapsed certificate. IAF Consultancy audits the system. SMG issues the certificate under IAS accreditation MSCB-153 when the audit supports certification. Which standards that accreditation covers is in which certificates SMG can issue.
